I am in a situation where I want to install a blog, but I don't have permissions to change the permissions of files (RWX) etc etc.

What is the easiest way to do this?

You shouldn't have any problems at all changing permissions. Are you using FTP? File Manager? What tool are you using and what permissions are you trying to change?
