What is the best program that helps with website design?

Any help would be appreciated.

Best would be a matter of opinion.

I use AceHTML Pro and TopStyle Pro for CSS. Highly recommend both.

I use HomeSite 5 for all HTML, PHP, Perl, and XSL coding. I use TopStyle 3 for CSS.

As Steven_M said, its all about what you prefer.

I would second the recommendation of HomeSite. I have been using it ever since I learned HTML, and love it.

The tool you use should suit your level of skill...there are some WYSIWYG editors out there, but then you build in some bad habits and never learn the code (so I would recommend against them).

I just wanted to mention that TopStyle 3.1 is out and it color-codes PHP code. I'm going to give it a try on my next PHP project since it's so similar to HomeSite (same developer, originally).

Using wysiwyg (what you see is what you get) editors are ok, but you should learn html from the ground up, otherwise you will be solely reliant on the editor. A good working knowledge of html is useful when tracing an error or bug in your code.

A good place to start your learning at is www.wdvl.com. They have many pages with "how to" tips and tricks.
