I found a free utility on IBM's website that let me implement both a P3P and regular HTML privacy policy in about an hour. (Small site, virtually no privacy issues beyond the message board, certainly no kid targets)

I then used mod_headers in Apache to add a P3P header to all pages, which contains the compact version of the policy (as per the spec).

No one's complained about cookies and IE yet.

Unfortunately, I don't have info on where I found it though I could attempt to dig it up if anyone's interested. All I know is it is part of "IBM AlphaWorks", whatever that is, and is a Java product.
