How do you recommend dealing with the ghosters who use AOL Ip's. The IP itself cannot be banned? What measures does this community utilize?

Require unique emails and ban users that way. You can ban entire domains of free email providers such as hotmail.com, yahoo.com, msn.com, etc.

If you still have a problem then you can moderate new registrations.

Very rarely will a trouble maker get through all of that.

Thanks Steven. We have a problem with ghosts. We usually catch them fairly easily as their agendas show, but it takes time that could be used doing more positive things for the community.
