How do i turn on new and old hot topics? Is this something in the XML?

Look for the Custom XML document there. It describes how to enter the custom swicthes to display Hot Topic icons.

Yes, the document will cover these settings for Hot Topics. You no longer need to specify the image. It's done automatically.
