In the Control Panel under Forum Settings there are security setting to control message alerts. I haven't noticed this before, it may be new.

I am confused as to what message alerts are and how they compare with notifications and digests.

A message alert is something someone ca use to "report a post". If reported it will appear in there moderation queue so that someone can check it over. The message still is live, of course.

You can restrict this 'message' alert to a security group if you want to. Otherwise any registered user can report a post to a moderator.
