I would suggest that when viewing a specific forum, "Active Topics" shows only the active topics in that forum.

The current behavior is that when viewing a specific forum, you get all the active topics for all the forums within that particular category of forums. I don't think this is useful and I don't think it's the result people expect to get when viewing a specific forum.
