I know that members can whisper while in the chatroom, but are there any features that allow members to instant message other members while not in the chat?

Eve has chat and private topics, but no instant messaging.

The best thing to do is probably the Private Topics. Even if the user you're chatting with is not in your buddy list, you can still invite him/her for a new private topic!
