Can you confirm whether or not the "views" represent unique visitors or unique and repeat visits to a thread.

If the latter, can you tell me why there is a delay in registering the number of views after the thread is clicked on and hard refreshed?

The view count is a count of each view. If you view the topic multiple times, there will be multiple views recorded.

The delay is because the page is cached on the server for performance reasons.
