Can someone confirm if this is a glitch or user error. One of our mods banned a member using the same IP address by another banned member. He added the IP under the banned registration settings of the CP.

The next day a new member shows up who registered that morning using the same IP that was banned.

I thought banning an IP from being registered was just that? We checked and the IP is still in the banned list.

What gives?

As promised, I'm posting the results of our investigation here as well. There are two things that contributed to this.

1) The IP address listed for a user is the IP address from which they last attempted to access the community.

2) When an IP address is blocked, there is still a login/join link accessible. This is so that administrators cannot accidentally lock themselves out of their communities.

If anyone other than an administrator tries to use the login/join link associated with the blocked IP address, they aren't allowed in. However, their attempt to log in from that IP address is noted.

It is our developers' contention that your user signed up under a different IP address, but then tried to access the site from the one that was banned.
